  • No. It is a safety device that draws off water if the temperature or pressure is too high. The top immersion heater is only for boost. You will need to turn down the bottom one as well.
  • It is unlikely to be debris, check the pressure and temperature are not being exceeded. If they are not, then it will need replacing.
